It occurs after the player kills the entire underground for the 2nd time, where Chara tries to convince the human (player) to try a new ending. However, they repeat what they were doing yet again, and Chara strikes a deal with Sans; he shares a piece of his soul with her, and she'll be able to aid him in stopping the human. As for the Asgore fight, Sans and Chara were essentially stalling the human for until Asgore absorbed the human souls, because they were both aware that they, alone, could not kill the human. Flowey also aids Asgore.
