It also appears to be an instant success. Citizens' lives are quickly improved thanks to the ease of inter connectivity and convenience. However all is not as it seems; while everything may appear to be going well, there are secrets lurking behind Blume Dubai, the creator of ctOS 4.0. Marcus Holloway visits for a Vacation with his boi Wrench after the events of (WATCH_DOGS LEGION) they know about this and put the vacation down for Dubai and try to stop the scheme.
