Some NPCs DO require other quests to be completed, for example Pull Lice - his first quest (which is either 1 or 2) depends on if you helped Crim Inal or Pole Lease.

That's upcoming content. @BigousSnortington started this whole quest game thing for us, so uhh thanks (he also is the one who made Big Law) 1.0: Release - has 3 quests and one way to be arrested. 1.0.1: Hotfix - Being arrested actually works now. 1.0.2: Shopping Update - Added two more quests, and another way to get arrested. Also added the Shawp and two items in it. 1.1: The Great Expansion Update - Added four new areas to the north, also added 7 new sprites (can't be interacted with yet) and replaced the variable-flags with an "Unvalued Flags" list. 1.1.1: Major 'Hotfix' - Most of the new sprites actually work now - added those sprites' respective quests. 1.1.2: History Hotfix - The History Book is always accessable, added a new history book option, and added info for Crim Inal (finally). Also added names for each update. 1.1.3: Jobfix - Higher R. now works and Siv Ilian's quest has been added. Siv Illian is also now the single most expressive character in this entire game. not important enough to even give a title: - instructions no longer starts with wwww. You are also no longer Blob Man.
