Part of the story I'm currently writing <3 Some Octavia lore: She's a Denizen (basically a demigod) to Fortune Weaver/otherwise known as The Ravenous Luck (the luck god) She's super lucky obviously so she's just really. REALLY. Damn reckless. No self preservation! Apart from that I don't have much on why/how she became a Denizen since she isn't relevant for a while.
