This is translator. Write which language do you want to listen, then write what do you want to hear. If you write wrong spelling of language or language which does not exist in Scratch, it will only speak English. If you are choosing Chinese language, then specify like Chinese (traditional) or Chinese (Simplified). Now mobile friendly also!!!
