The pandemic starts when one person (who is not staying at home) is infected. Others are infected when they come into contact with the infected person. After a time, the infected people recover, and become immune to the disease, as well as not being able to infect others anymore.

The rate of infection is normally greater for the people who are not staying at home. And the disease will spread through more of the population if the percent staying at home is low. Incidentally, there is not a 100% infection rate. I have no idea why; we can just say that some people are washing their hands more often. ; )
