Summary: The FSA (Free States of America) is a rebel movement in California advocating for more freedom, equality, and an end to government surveillance, but also holding highly nationalistic ideals. Recently, the US invested a lot of manpower and resources to stop the FSA due to its involvement in hacking activities that exposed US surveillance of its citizens. The US president called them a threat to democracy during a formal speech. In response, the head council of the FSA instructed all its followers to head to their underground base, which saved them during the nuclear fallout. During this time, the FSA has made many reforms, such as creating a new body of government in preparation for their eventual return to the surface. Government Structure: - Ethics Committee: Equivalent to the Judicial branch of the USA, they decide what is ethical or not. - Council (legislative, executive): Comprised of 15 people, with the potential for expansion as their territory grows. Council members serve 4-year terms or can be removed by a 2/3 vote by the Council. The Council can only make laws if approved by the EC, and they also have authority over military decisions. Members are elected through elections held every 4 years. Checks and Balances: The EC or Council may veto each other's requests. In case of a deadlock, the public may vote to resolve the issue. Slogan: "The price of freedom is eternal vigilance." Note: The FSA still retains 90% of its manpower, guns, and equipment from its exodus to the underground base. Regarding the types of people living with them, the FSA does not discriminate and accepts all. AI assists with grading and organizing tasks. Some mutants are physically strong and contribute to projects, but their status is similar to that of colored people during the 1950s in the USA, and their social position is a matter of debate within the EC and the council.
