I actually visited this monument in Bosnia and Herzegovina and it's really very pretty. The Yugoslav partisans were on the run because The Axis sent divisions to silence any movements in Croatia, so Tito had to be evacuated. They had very few men and very little weapons but still objectively won the battle. Tito's German Shepherd blocked a bomb for him helping him escape away up the tallest and most treacherous mountain in the area injured. If the Partisans would have lost, then Yugoslavia would probably have been a part of The Warsaw Pact instead of being non-aligned.
