Some ocs have so many phases, but we never get to use them, so this is why this power level station exists! Inspired by golden ninja's version, you can only use 0% or 100% of your phases, but if you have a percentage below 0%, start at that, and then switch to 0%, and if you have one over 100%, use 100% first, and then switch to it.
