The first page that you see when you go to a person's following list is the most recent followers. If I go to a famous account, such as ScratchCat, the majority of their new followers are new Scratchers and just got exposed to Scratch. I follow the first page of famous people's followers to give new people the feeling of excitement when someone follows them.
