Furthermore, I am officially declaring a state of war against NOR and its affiliates. Their bases, their resources, and their networks will be dismantled. Their reign of terror ends today. To the leader of NOR—your name is now etched in history as the greatest enemy of the United States of Cain. You are now the most wanted man in our nation, and we will stop at nothing until you are brought to justice. There is no corner of this world where you can hide.
