Get 15 points and buy the 'Good Sniper' Upgrade, then (optional) you can skip the 'Critical Shot' upgrade and buy the 'Alteration' Upgrade, then get them in order. The last upgrade unlocks fake targets, and to dodge them, you have to check if they have a gray outline. If they don't, then they are safe but if they do, then they aren't safe. Hope this helped!
