This is a unique period of time right now. In 1806, Francis II dissolved the Holy Roman Empire and vacated the title of Holy Roman Emperor. The catch is that the pope never signed off on this (he still did abdicate though). That means that, for 219 years, the title of Holy Roman Emperor has been vacant. Therefore, I would like to announce that king Walter I of New Galilee has received a new title: Walter I, Emperor of the Romans. The rules are pretty much the same. NEW GALILEE IS STILL PART OF 4811.
The Holy Roman Empire functions the same way as it did 219 years ago. You can join it if you want. It's basically just a lip service thing, but you can vote on the next emperor when Walter dies. The only rule for future emperors is that they cannot be humans, to ensure that this is just for fun and not actually annexing micronations.
