Move the numbers around the rows. You can only grab the numbers sticking out. Place them in the front of any of the three rows. The goal is to get it to count to 15. The location of the NULL block doesn't matter as long as it is on the end of a row.
I saw this puzzle on Survivor and decided to recreate it in scratch. It's actually a lot more difficult than I expected.
