The purple dragon lost her parents, I would say it's fine because they were bad parents anyway, but she still misses them/mourns them because they gasslighted her into thinking they cared. The orange dragon is bullying her for not having parents (I would like to think that he made a hurtful "your mom" joke). He then proceeds to call her a crybaby because she is upset by him bullying her. The orange dragon isn't moving/diving down in the sky. Otherwise he wouldn't be able to continuously taunt the purple dragon. What is he hanging down from? I don't know; it's completely out of frame (probably a tree)
