The Heavy has a shotgun. Really! He does! It sometimes gets overlooked in place of funny sandvich and a minigun, but the Heavy truly does have a shotgun. Three, actually. The Scout is a class that revolves around his burst damage and mobility. The Heavy is a class that revolves around shredding people and being Russian. However, the Fat Scout is a thing you'll see pretty often sometimes. Like with the Engineer, a Fat Scout's main weapon is, of course, the burst damage shotgun. It does the same damage as the Engineer's, too (about 90 at point blank). The only difference between the Scout and Fat Scout is substantial movement speed and health, since the Heavy has over double the Scout's maximum health. This means that the Heavy can supplement fancy footwork for eating meat shots like a champion. You won't be able to use portable healing, though, which is kind of fair. And another thing: the Killing Gloves of Boxing (see; A Comprehensive Guide to TF2: Heavy) grant guaranteed critical hits to all weapons, not just the gloves. Comboing a kill with your shotgun can allow you to do incredibly high damage in a very short period, and even more with the Family Business, since it has more shots and faster firing speed. You might be a bit of an easier target for Spies, Demoknights and Pyro's though, since you don't have the ridiculous DPS that the minigun provides (with the Brass Beast, point blank does, like, 65 damage per shot for some reason), and you'll look kinda stupid, but the potential damage you can pump out is probably worth the downsides of not being able to mow down folks and heal yourself. But is the Fat Scout viable? Is it any actual good? Of course it is! The Heavy has such high health that even if you are ambushed, you can likely take out your foe if you aim properly (but probably not any pocketed class).
