Upon his induction into office in 1965, Arnold Phillips immediately began moving legislature for a "Minarquan Improvement Plan". He proposed three possible phases, each corresponding to a term of his presidency if he is reelected. The first phase is already in motion, with minimum education requirements moved from the tenth to twelfth grade or equivalent. the Ministry of Finance has allotted additional funding to equivalency options for the impoverished and is giving tax breaks to education facilities that offer preschool programs. Regulation now requires the government to construct a post office and telegraph station in any town of over five hundred inhabitants. Government-funded infrastructure programs are also underway to improve connectivity across the desert. The Office of Foreign Trade has also been created to regulate and enforce the transfer of goods across the ocean. Further change is on the way.
