EXPLANATION: _____________________________________________ So, they both can respawn, Heavy cant heal himself (unless he can find health packs) and only can carry weapons but Simon can heal by syringes and can pretty much carry anything. Now Heavy is more buff and strong with pure strength, and Heavy has a lot of health while Simon is slim but can dodge attacks quickly, but only has a little health, especially when you are in extreme mode in game. Since Simon is allowed to have anything, this means you can indeed have Simon's book that can make fire like an average Pyro user hehe. And you can have a minigun as Simon so you can be equivalent like Heavy. Since Heavy and Simon is controlled by the player it can be based by skill but if we want to make it based off lore, Heavy might win, but Simon could too. Since Heavy is in war with RED/BLU he is more wiser with his actions while Simon doesn't really have much lore besides the book and how he was depressed (if this was a 1v1 with book Simon he could definitely win because he is only created in a book and you physically cannot get to him.) So its a tie if you were to think about it.
