this is not a game, it's a moveset concept for @diamonddragon77 for his contest. Yes, Matter can use charge to increase his physical ability and move faster, and yes, he can see Stands. His ability to control and create charges is actually a Stand ability, called 'Monkey Wrench'. I forgot to mention that. Monkey Wrench manifests as the yellow 8 on his T-shirt, but beside the point. I should not be doing this...I have an exam tomorrow...
