"Being stuck between two great powers is ALWAYS a good idea" -NOT Poland (For those who don't know) Cliopathia is a earth-like planet populated by a mermaid-like species in the oceans, lakes, & rivers. While the human nations(who came via a transport ship that crashed thousands of years ago) populate the land. The Cliopathian tribes have only recently unified into the confederacy(later converted to the Cliopathian Empire by the next king) over 100 years ago, & has only recently unlocked warp technology that can go as far as warp 2-4(depending on the ship) & has barely set up a few outposts on a few planets on the nearest solar system. In an attempt to solidify his rule after a civil war, the emperor has waged a horrific 50+ year long war against the human nations, regarding air breathers as little more then "In the way of Cliopathian Progress" and has waged a war of genocide against the humans & river Cliopathians. As he strip mines the very land the humans need to live(& thus erases the fresh water lakes/rivers the river Cliopathians NEED to survive, for the same reasons fresh water fish cant survive in salt water) & using the fast resources to build up his fleets & war machines. Most Cliopathians are unaware of the higher alien powers, the dangers that lay beyond their star maps. & in a nutshell, the emperor & his followers believe they are the real deal, & could easily crush any inferior air breathing species that might* exist out there.
