Alright, here's my rating. Amazing design! I love the color palette, it's simple but sweet and easy on the eyes, which is very important for viewers to be invested in the character. +5 points. I don't think scenery is necessary, as long as the prompt is fulfilled! +10 for completion. Very nice shading, you can tell exactly where the (hypothetical) light source is coming from, +2 points. In the original, there was a minor anatomy issue, but since that was fixed after discovery, an extra +3 points will be added. Overall, a very good piece! I like it a lot, and Minnow was kind and eager to help! 20 points in total!
