Baghdad's #1 Rule is "Every ethnicity, converting to Islam or not, must pay tribute to the King and Queen." Since Baghdad is under a diarchy, the King and Queen is supposed to get dinars. Even Nestorian Christians MUST pay tribute to the King and Queen, even Madridians MUST pay tribute to the King and Queen of Baghad when they visit. That's basically the #1 law of Baghdad, the rest of the laws are pretty random, like "if you are in the military, you must do good, or you're not worthy to be a loyal guard."
