Click and drag the items to put them on the cookie. Click the different tabs at the bottom to switch to clothes, faces, or accessories. Also, the cookie can be clicked to change the type of cookie.
Thanks to January10 for suggesting this Edit: 4 years later I realized they might have been asking for a cookie dress in one of my other dress up games, not an entirely new game where you dress up a cookie. curse my reading comprehension
