So, Hugo was an experiment to God (in the story, it's a different God from what most religious people thing) and scientist to see if they could make an intelligent species without making it human like in any way or form. But of course, something small had made it 'failed' even though they did make an intelligent species. His eye (left for me) was always in a crying like state, it was just like that and with no pupil as well. But after sometime, Hugo was thrown out of the lab that it was in for a long time (he started out as a bunny, a smarter one than most bunnies before he had been taken by scientist). During the time that Hugo was spending time in the outside world, he almost starved himself since he didn't know how to hunt or get food, when he was about to die, Percy had luckily found Hugo.. Percy nursed Hugo back to health since Hugo was near died. Hugo always kept the key lock and the sweater like clothing on since he doesn't like how his body looks. Even though he has wings, he can't use them to really, 'fly' like birds or other flying things, or glide. It's mainly used for Hugo's sight since he can't see out of his normal eye. So the eyes on the wings can move on its own when Hugo needs it and Hugo can see 360 if he needs too. Though he could barely move the wings to look down or up, Hugo moves his body up or down (he's flexible. Hugo taught himself how to be just for his sight) for him to see up or down for however long he needs too.
