The up arrow makes the mouse more powerful, and it'll attract particles with more force. The down arrow makes it less powerful, and it'll attract particles with less force. Think of it like a magnet. There's a tipping point, if you make the value negative (by pressing the down arrow), it'll stop attracting and instead will repel the particles. It's fun! The right arrow makes the cursor radius bigger, so it'll attract (or repel) particles more far away from it. The left arrow makes this radius bigger (but has a limit to how small you can make it).
