This is Sam! the reason he looks like dabi with those burns is because his parents left him to burn in a house fire (accidentally) and he ended up with many burn scars! and so now hes a depressed, spy, dude who works for the other guys looking for Vincent yes many groups are looking for Vincent or "Vinny"
