Now, i don't really have anything to change about Tails as a character, but i do have an idea of how he became friend with Sonic in this Universe. I imagine Tails flying over the South Island in his Tornado but then he spots Sonic zooming around so he lands and finds him. He asks him "Are you lost?" but since Sonic doesn't even understand talking yet so he just responds with a :) Later on Tails decides to do an Aviation advertisement trying to find Sonic's Parents, but that leads to nothing. This makes him feel bad for our Blue Blurr so he teaches him to talk and basically takes Sonic with him. Credits: SEGA! Scooby Dooby Doo
