Morpho is a shapeshifting creature from a far away land. He attempts to shapeshift into Carl's enemies and villains to scare citizens and feed off their fear. Cartoon Rabbit tends to be his most common subject as he understands its urban legend status and unpredictable, freaky nature. Morpho even goes so far as to inspire his default outfit after it (for classiness). He has to consume enough fear to be able to use abilities beyond shapeshifting, as he can only look like other people, not copy their powers and moves.
