The Aurelian Empire, a former top-20, powerful nation, slowly getting shrunk by neighboring empires, would leave the old galaxy. Although great pride is held in the old galaxy, which the Aurelians first mapped, the Emperor has found it absolutely necessary to abandon all claims there. Emperor Aurelius XVI has ordered all men, women, and children alike to evacuate all Aurelian territories. Families are promised large amounts of land, as well as the same privileges held in the old world. Any who don't comply would be seized by the Aurelian Policing forces, and given punishments Any native resistance from systems and planets would be put down with by the Aurelian Military, and shouldn't be that hard as they most likely mainly consist of non-global/non-system government nations, as well as Aurelian technology. Peaceful annexation would also be offered. After annexation, Aurelians would settle the land, and factories, research institutes, AI institutes, and more would be built on the planets to modernize them. Planets in unlivable conditions that are not yet terraformed would be immediately put into the terraforming process, in order to make more space for settlers. The goal would be to settle at least 15 systems, if not, more. The transportation of 6.8 octillion (correct my numbers if its unrealistic) Aurelians may be tough, but well worth it.
