got a msg from the scratch team... The project in question https://scratch.mit.edu/projects/1137722708/ nvm they took it down but the project was a joke REMIX with the title and thumbnail of "Is Scratch Shutting Down?" That immediately led into a rick roll when the flag was pressed (There r still MANY more still on scratch, but mine got taken down) (also keep in mind that the project was up for MONTHS)
