Pressured by strong internal political isolation, mass popular protests and threats of military intervention by some countries, Figueiredo announced his departure from office on the National Congress: "Workers of Mersiva, In recent months, our country has endured one of the most difficult trials in its history. We have been the target of external campaigns, internal sabotage, and a wave of disinformation aimed at weakening institutions. I assumed the revolution during a time of turmoil, and I did what I deemed necessary to restore stability and preserve the nation. I know my decisions were harsh, but they were made in the name of order and national sovereignty. However, the current situation shows that my continued presence in office has ceased to serve the interests of the people and has been used by external forces as a pretext to threaten our peace. Therefore, with serenity and awareness of my duty, I inform the people that I am resigning as President of the Republic, so that the transition of power can be carried out legally and without bloodshed. From this moment on, I hand over to the newly established Congress the responsibility of leading the country toward stability and reconstruction. May history judge my actions fairly. I leave with my head held high, with the conviction that I have always served this nation, even when I was misunderstood." Soon after the announcement, the politicians who supported/helped the dictatorship were pardoned, the National Congress temporarily assumed power, establishing a Provisional Government, responsible for restoring political freedoms and organizing new general and direct elections and a new constitution.
