Mandates the use of interest-free Islamic Finance for all sovereign debt, central banking, and major government projects. Allows a regulated commercial banking sector to operate interest-based systems for non-Muslims and international transactions, provided there is full transparency and Sharia-compliant alternatives. 3 Regional Autonomy and Personal Status Act (RAPSA) Legal recognition of diversity. Grants non-Muslim majority regions the right to use their traditional religious/civil law (e.g., Hindu, Buddhist, Secular, etc.) for matters of marriage, divorce, inheritance, and adoption. This law insulates non-Muslims from Federal Personal Status Laws. 4 Federal Penal Code (FPC) Centralized criminal justice. Uniform criminal laws across the country. While potentially drawing from Sharia principles (e.g., on theft, intoxication, and murder), the application of punishments (Hudud offenses) would be strictly regulated by a Federal Supreme Court and require the highest modern standards of due process, evidence, and appeals. 5 Interfaith Harmony and Anti-Defamation Law (IHADL) Protection of all faiths and beliefs. Prohibits the defamation, slander, or mockery of any officially recognized religion, deity, or prophet (Muslim or non-Muslim), including their sacred texts and places of worship. This law aims to prevent sectarian conflict and enforce mutual respect. 6 Universal Public Education Act (UPEA) Standardized civics and skills. Mandates a single, state-funded secular curriculum for science, mathematics, language, and national history for all schools. Allows for separate, elective religious instruction for Muslim, Hindu, Buddhist, and other groups to be managed by regional authorities. 7 The Land and Water Stewardship Act (LAWSA) National resource security. Nationalizes control over key natural resources (e.g., major river systems, strategic mineral deposits, and oil/gas fields) and mandates sustainable, equitable distribution of resources and environmental protection across the entire federation. 8 Unified National Service Law (UNSL) Shared civic duty and national identity. Mandates a period of compulsory civil or military service for all young adults upon turning 18. This aims to foster cross-regional and cross-cultural interaction to build the "Unity is Strength" national identity. 9 Transparency and Anti-Corruption Decree (TACD) Good governance and trust. Implements strict anti-corruption measures, establishing an independent Federal body with broad powers to investigate and prosecute official malfeasance, applying severe penalties inspired by both Islamic ethics and modern anti-graft models. 10 Freedom of Worship and Assembly Act (FOWAA) Guaranteed religious practice. Guarantees the right of all religious groups to worship privately and publicly, own property for religious purposes, and administer their own religious institutions without undue state interference, provided they comply with the IHADL and Federal Public Order laws.
