The first map is just the map. You are only allowed to have one large star per person (to begin with), any land more than that will not count. Each star is a star and a star system, for everyone the starting amount will be one. The second map is the map of connections between the systems, as they would be very hard to go between without them, They are like huge, HUGE versions of the Stargates from Stargate. They connect different places together, the portals show which systems connect to other systems, systems not connected have trouble sending things to each other, reaching each other. From every system it is, I believe, possible to reach any other system... Actually never mind that. But it is possible to reach many others by means of these "gates".
