The year is 1861, the start of the decade has been a scary one. The North and South, Republicans and Democrats have divided the country on the issue of how much power states should have, not even 100 years after the country's founding. The Democrats/Confederacy believed that the Federal Government had less power than the States and thus Lincoln "coming to take our slaves" was a violation of the constitution and made the government illegitimate. The Republicans/Union believed the constitution gave the federal government more power than individual states, they saw slavery as a betrayal of the Constitution and thus the Southern States are traitors who must be purged! Power Structure: The Union Government has the right to do whatever it wants (even forcing States to do things) so long as it doesn't violate the Constitution. The Confederate Government can handle foreign relations, the military, pass domestic laws (which states can void), regulate commerce (which states could void), coin money (which states could void) and regulate Indian Affairs (which states could void). Union States have the freedom to do whatever so long as it doesn't violate the Constitution and doesn't violate any federal laws. Confederate States are free to do whatever and even have their own militias which they can use to assist the Confederate Government. How the Federal Governments are decided: All the States elect one of the people on their side to become the Federal Government; everyone in the Union gets to vote on who gets to be the president of the Federal Government, states get 2 votes while all other players get 1. YOU DO NOT GET TO START AS A FEDERAL GOVERNMENT. THE CONFEDERACY ELECTS A PROVINCIAL GOVERNMENT FOR THE FIRST YEAR WHICH GETS TO WRITE THE CONFEDERATE CONSTITUTION AND THEN ELECTIONS HAPPEN THE NEXT YEAR. Year: 1862 (1/2) (1 day = 6 months) Note: Those who play Western States and Western Territories may organize and declare independence from the Union, there was a strong independence movement in the west; the west is more divided than north or south, however if players play the right cards they could create a Pacific Republic.
