For example, a corp/player with 100k troops will have a population of 10 million, getting a country 2 provinces. :p" - New territories must be adjacent to already owned ones. Colonies and enclaves will not be permitted, thank you.(except for in Germany, here border gore is the norm lol) The bright green means "Pending" So proposed nations that lack the 4 players needed to exist, they each have 3 days to get all 4 players or their claims will be voided. Colonies can be established by the players of fleets physically moving to colonize an area(land corps will require fleets to ferry them to move across sea) which takes time based on the distance and speed of your ships.
