You can buy more land with the plus. You can upgrade placed buildings with the up arrow. If you want people to move in your town, you need a place for them to stay and nature to enjoy so be sure to buy house and upgrade empty grass tiles to attract people. Miners need food to get you gold so make sure to make farms so they can effectively get gold. Next to your "people" display it shows you "(<how many people want to move in>/<how many houses you have>" create nature to make people want to move in. You need people to work in the mines and farms, so upgrading them won't always be a good move when there isn't enough people. If your camera gets lost, you can see your coordinates in the bottom left, click the dot next to them to recenter
