Who, HIM? (so what he's done there is, HIM is a common name for a character called True Insanity Sans, also known as TI / True Insanity, and that character is the one doing the iconic "who, me?" pose, taken from a stock image, so by saying "Who, HIM?" he is referring to the character within the project.)
