The IPO (International Peacekeeping Organization) Is an organization which aims to create, and maintain peace abroad in the world. Akin to an organization of the past, the United Nations, its goals are to resolve conflicts, create treaties, oversee negotiations, develop and aid underdeveloped nations, and to provide basic medicine and other human right across the globe. _____________________________________________ How It Works: 1. Nations must apply for membership, to be eligible, you must: A. Have a formed and stable government B. Be recognized by other nations C. Be on the map, or be acknowledged by managers as official D. Have defined occupied territory E. Have a permanent population F. Have capacity to enter relations with other states 2. Nations must provide at least 100,000 troops for peacekeeping operations. A nation can be exempt from doing so based on situation or capability to do so 3. Nations must provide $300,000,000 for the upkeep and funding of the organization. A nation can be exempt from doing so based on situation or capability to do so 4. Non-binding resolutions will require 1/2 of the popular vote amongst the general assembly to be proposed. and 2/3 of the popular vote will be required for a resolution to be passed. 5. Binding resolutions will be voted upon by the security council only, and will require a majority vote to pass. If locked in stalemate, an elected "tie-breaker" nation will break the grid-lock. 6. Security council members reserve the right to veto a resolution, but the rest of the council reserves the right to overturn a veto based on majority vote 7. Nations will be elected every three months to the security council, as there will be no permanent seating, however there is no limit to the amount of times a nation can be voted on council. There will be eight elected members of council, and one elected tie-breaker nation. six out of the eight representatives will be representatives for their specific continent, while the other two are additional seats, with no condition on location. 8. In the event that a continent no longer has any representatives which do not already take up a council seat, then a nation not bound by location will be elected in its place 9. The IPO reserves the right to create, open, issue, or pass any of the following: treaties, accords, sanctions, indictments, charters, declarations, resolutions, reports & studies, investigations, acts, bills, and ultimatums. 10. Each nation which is a member of the IPO will be given one representative seat, and will have one vote in all matters. Representatives can either vote in support, objection, or abstinence of an issue. If undecided once the vote is ended, the country will have considered to have abstained. 11. The general assembly reserves the right to suspend or expel a member nation if it is not upholding the following: maintaining global peace and security, protecting human rights, fostering development, upholding international law, and promoting friendly relations among nations. Before a suspension or expulsion vote, the afflicted nation will be given the chance to explain his or her actions. 12. A secretary general will be elected along with the security council every three months. The general can come from any nation, and is meant to act as an admin for the IPO 13. The IPO reserves the right to form a jury from a swath of nations, in order to effectively and efficiently investigate actions of international crime across the globe. 14. The IPO reserves the right to send Peacekeeping forces to nations, with the aim of ending conflict, and maintaining peace only. Peacekeeping forces will be approved only if a 2/3 majority votes on it. 15. The IPO reserves the right to label locations or buildings as IESCO sites. destruction, tampering, or alteration of those sites will be seen as a violation of international law. 16. The IPO reserves the right to send funds and medical equipment to nations in need of it, as well as list official sicknesses, and alert the world in situations of epidemics or pandemics. The IPO headquarters will be in Tokyo, Japan (as it is the only major city to have not been bombed in the last 30 years probably).
