this just makes things like rain be more performant and take up less clone limit space by having a bunch of raindrops in a single costume. I also noticed that when they spawn at random x-values there are sometimes gaps in the rain, so I also added a way to make the rain spread out consistently. I did all of this in 45 blocks, which is pretty cool too.
