The Prime Initiative (TPI) originated from the survivors of the Massachusetts Institute of Technology (MIT), who took refuge in the university's underground campus the moment the bombs dropped. Over the following generations, these scientists and their descendants dug deeper into the earth, evolving from a group of desperate survivors into a highly advanced technocratic society that prioritized scientific progress above all else. They eventually established themselves as the prime initiative and began developing Paragons: synthetic humans initially intended to aid the surface, but later used to exert clandestine control through kidnapping and replacement. This policy of isolation and ruthless experimentation, including the use of specialized DNA to perfect their organic synthetic models, transformed the TPI into the Boston Wasteland's most feared "boogeyman," viewing the world above and ALL its people as little more than a petri dish and puppets for their vision of humanity's future.
