took me a sec to put together
one of his arms is just exposed wires so he electrifies the water hes gonna crawl around the cams underwater, and he'll be hidden but when looked at for long enough will neck-snap towards the camera. i dunno what his gimmick is yet probably his personality is just monty. i dunno i was focusing less on character and more on design and scary. but uhh if i had to id say a gay menace who likes swimming and doing tricks.
