The Canary Islands have no true claim to them, while people may say they own it, they have no true implementations on the islands. Per the sake of Expansion to have more land and resources (w/ close proximity to Africa) Norsk has made the only true claim to the islands and will start developing the area and look to see if any survivors still live on the island.
