Also how on earth would Madrid have an extensive intelligence network in some random back water country on several thousand miles away. Also good luck finding enough spies that already spoke German to so extensively infiltrate Texas. Assassinating all of these politicians would also be extremely difficult given the very sudden nature of this attack. Even killing one high ranking official would require months of fore planning to study schedules, get agents into the country, and find a killing method.
