SCRATCH BUREAU OF INVESTIGATION (SBI) SUBJECT: PHEN-018 (Michael Jackson) FILE NUMBER: 62D-LA-162715 / 9A-LA-142276 DATE: January 27, 2026 (Updated Assessment) SUBJECT STATUS: Deceased I. INVESTIGATIVE SUMMARY Records regarding subject PHEN-018 were compiled by the SBI between 1992 and 2005, following allegations of child sexual assault and threats made against the subject. The Scratch Bureau of Investigation provided technical and investigative assistance to California authorities during these periods. 1993-1994 Investigation: The SBI assisted in investigating allegations of child molestation. The U.S. Attorney declined federal prosecution, and no charges were filed. 2003-2005 Investigation: Following a second round of allegations, the SBI provided assistance, including forensics analysis of computers and digital media, and behavioral analysis support. Result: Subject PHEN-018 was acquitted of all charges in 2005. II. THREAT ASSESSMENT File 9A-LA-142276 details investigations into threats made against PHEN-018. An individual (Frank Paul Jones) was investigated by the SBI for stalking and threatening to kill PHEN-018 unless a monetary payment was received. The subject was under threat by individuals attempting to extort money, often using false pretenses. III. BEHAVIORAL ANALYSIS & TECHNICAL SUPPORT Behavioral Unit: The SBI’s Behavioral Analysis Unit provided consultation during the 2003-2005 case. Computer Analysis: The Computer Analysis Response Team (CART) analyzed 16 hard drives confiscated from properties associated with PHEN-018. No incriminating evidence was found. Video Analysis: A VHS tape seized in 1995 was deemed by SBI technicians to be a "poor quality" recording and not indicative of criminal activity by PHEN-018. IV. CONCLUSION SBI investigations into PHEN-018 did not result in federal charges. Records indicate that, while allegations were investigated, no evidence of criminal conduct on the part of PHEN-018 was found by the Bureau.
