Right Arrow to move ALL the placed tracks, hold mouse over track piece and use wasd keys to move that INDIVIDUAL track, K, and L to rotate the piece before placing it, click on the green box to change between, place, delete, and rotate. Using rotate you click on a piece to rotate it.
