How do you think they get the money to buy the units? The number at the top left of the screen is your Traffic Points, and the number at the top right is how much you get a second. Click the police station to go to the shop, and click the signs to go where the sign says. The clicker is at the Evil Woods, to get there click on the signs. Once you get some upgrades, you'll notice some characters appear. The ones at the Traffic Woods are harmless, but the ones at the Evil Woods want to steal your points. To evade the enemies, simply use WASD to get the clicker away from them.
