The tortoise was a lot slower than the hare, but he kept at a steady pace. The Hare went to sleep and so he couldn't catch up to the tortoise in time. That's why the tortoise won. His mind stayed on the goal but the Hare thought he was to good and went to sleep and he didn't keep a steady pace like the tortoise.
