The Tectonic Legion is a Oligarchy made up of Multiple head of states from multiple excharchates: The Excharchate of Trefal, The Excharchate of Carlav, And the Excharchate of Valem. The oligarchy is watched by a "King" by the name of Valery Birov. He has executive power to stop the corruption of the Oligarchy, and the oligarchy to stop his corruption.
The Excharchate of Trefal operates somewhat independent from the Tectonic Legion. It has its own Income, resources and governer. But is tied in a strong bond in political moral and other values with the Legion.
