This works by modifying the position of each of the pixels on the image, making whatever pattern you put in. The blurry effect is made by making the pen transparent so it shows some of the previous frames underneath. The images come from the Scratch library and were scanned with https://scratch.mit.edu/projects/804193901/ This was inspired by https://scratch.mit.edu/projects/55315592, it's basically the same thing achieved in a different way.
