These rainbow-headed cookies are called Evil Chips, and are all the Chips that have been burnt. For some reason, burning a Chip causes it to go from all joyful and happy to nihilistic and angered, which is why they are attacking Chipia. They believe if they can't be happy, NOBODY can. I'll add dialogue explaining some more in the future music: tower heroes
